I don't know who is she. Just watched people around me, and I thought 'wow, in this wonderful place she looks like Alice in wonderland!' This photo isn't very well but i like the meaning.
Btw, children are one and only light in that horrible, seek world where everyone is heated by someone. They are in love with life.
